Hi On the clutch the first thing is to check the limit switch on the clutch lever is working correctly. Then the 2 leads that come from that need to be checked. To do this you need a multimeter.Dont bother checking any further till you have confirmed there is nothing wrng with the above.
On the choke you need to confirm the cables are not trapped or damaged. The best way is to undo both from the carbs then when you pull the lever you can see if they are running smoothly. Afer that is confimed set them according to the manual. Before you connect them back up run some oil down them and reconnect and try it out.
These are the basics before you start looking for anything else.

Daft question: is the airfliter element correctly installed?
On the other issue, you'll need to look at the wiring diagram, there's a couple of different versions of the loom depending on year. But bear in mind that neutral light, sidestand switch, and clutch switch, all have something in common- they all link to the electric starter, and there are a couple of diodes hidden inside the wiring loom that sort the logic.
/ my own bike when I bought it could only be push started (according to the previous owner). Turns out that it *would* start on the button when the clutch was pulled in. One of the diodes had blown...

Hello mate,
1)cannot take choke off untill above 60mph - This sounds like serious fuel starvation, could be a number of things even somthing as simple as engine idle screw totally wrong ,if the bikes been stolen/recovered the thieves could have messed with it prior to recovery, As Pops says take off the choke cable and replace as per the manual, also reset the idle screw,if this does not help i would take off the carbs and have a look at your jets, also check your manifolds for damage and air leaks, Sorry can't help with electrical problems !!!!!!!!!!!!!
Good luck
Hovis
