It probably has restrictors fitted in the rubbers between the cards and cyl head. Remove the tank and airbox. Open the throttle full and lift up the damper assembly. You will see the inlet restricted by some device or another. It may be if the bike was restricted in recent times that the rubbers have been replaced with the proper honda restrictors as fitted also to the Transalp. If this is the case another pair of inlet rubbers will have to be sourced. If there are devices fitted inside the origonal inlets they only need to be removed. This will require the removal of the throttle cables first and then the carbs. Do not seperate the carbs as this will mess up the balance settings. Keep the two together as a complete assembly. Also check if there is any type of throttle stop fitted to restrict the throttle movement. This is done regularly because when restrictors are fitted to reduced the hp and the throttle fully opened there are unwanted symtoms. You may still need to have the mixture and balance checked afterwards.
